Pakistan’s federal government is set to officially launch the Prime Minister’s Electric Bike Scheme 2026, Phase 2 of the PAVE (Pakistan Accelerated Vehicle Electrification) programme, which was approved by the Economic Coordination Committee (ECC) in May 2026. With a Rs. 9 billion package, a streamlined first-come-first-served application process, and direct subsidy transfers, Phase 2 is designed to fix every bottleneck that held back Prime Minister’s Electric Bike Scheme Phase 1 — and put an electric bike or rickshaw in your hands faster than ever before.
What Is the PAVE Scheme?
PAVE — Pakistan Accelerated Vehicle Electrification — is the federal government’s flagship initiative to accelerate the adoption of electric vehicles across the country. Operating under the National Electric Vehicle Policy 2025–30, the programme offers subsidised electric two-wheelers, three-wheelers, rickshaws, and loaders to ordinary citizens, students, women, and small businesses.
Phase 1 set a target of 41,000 vehicles but fell short: only 5,409 units were actually distributed, with banking bottlenecks. Phase 2 has been redesigned from the ground up to deliver results.

Subsidy Amounts — How Much Will You Save?
The government subsidy varies by vehicle type. In Phase 2, the subsidy amount is deducted directly from the vehicle price at the time of purchase, so you simply pay the net amount — the Engineering Development Board (EDB) then transfers the subsidy to the manufacturer (OEM) via the State Bank of Pakistan upon delivery verification.
🏍️ Rs. 50,000Electric Scooter/ Bike
🛺 Rs. 200,000Electric Rickshaw
🚛 Rs. 400,000Electric Loader
On top of the upfront subsidy, buyers can access 0% interest installment plans spread over 2–3 years through participating banks, making even higher-end electric bikes genuinely affordable.
Phase 2 Vehicle Targets
The overall programme targets 119,170 vehicles under the full PAVE scheme. Under the revised Phase 2 (after the pilot allocation of 41,000 units), the remaining targets are:
- 76,000 Electric Bikes — the largest allocation
- 2,170 Electric Rickshaws & Loaders
Quantities are fixed. Once allocated units run out, applications for that vehicle category will close. This is why applying early is strongly recommended.
Who Can Apply? Eligibility Criteria

- ✔ Students and youth seeking affordable commuting
- ✔ Women — the scheme is specifically designed to improve women’s mobility

Why the Prime Minister’s Electric Bike Scheme 2026 Phase 2 Matters for Pakistan
Pakistan imports billions of dollars’ worth of petroleum every year. Every petrol bike replaced by an electric one directly reduces that import bill, cuts urban air pollution, and puts more money back in Pakistanis’ pockets. For daily commuters, the cost of running an electric bike is a fraction of a petrol bike.
The PAVE programme is part of Pakistan’s broader National Electric Vehicle Policy 2025–30, which aims to electrify 30% of new vehicle sales by 2030. The Prime Minister’s Electric Bike Scheme 2026 Phase 2 is a major step toward that goal — and for individuals, it represents a rare chance to buy a quality electric bike at a heavily subsidised price with interest-free financing.
MetroEV & the PAVE Scheme
MetroEV’s range of electric bikes and scooters is designed precisely for Pakistani roads and budgets — and the PAVE subsidy makes them even more accessible. Whether you’re looking at the Metro T9 Sport for daily city commuting or the feature-rich Metro Metrix for longer rides, the Rs. 50,000 subsidy and 0% installment plans bring these vehicles well within reach.
